Join Relationship window does not display in RS Join

Environment:
Windows 7 64-bit
Cognos BI 10.2.0 FP1
Report Studio
Query Explorer
Data Source: Oracle 11g
Query Mode: Compatible\DQM (occurs in both)

I am attempting to join two queries. When the Join is dbl-clicked from the work area or in the Properties window, the Join Expression window is displayed instead of the Join Relationships window.
I need to set the cardinality as a Left Outer Join

What causes the Join Relationship window to not display?

This typically happens when one of the fields in the join relationship isn't actually present on the query. You could try to remove all the relationships, save and re-open the join properties.

No relationships have been created.
This occurs when initially attempting to create the join of the queries.

Weird. You could highlight the reference queries and set the cardinality, that should do the trick for you.

Per IBM Support, the issue is caused by the un-registering of VBX.DLL in response to the WIN IE zero-day exploit.
As a work-around, switched to FireFox; the issue did not occur.

What does that mean exactly?  We are having the same problem here, but switching to FireFox is not possible as IE is the company standard.  How do we fix this?
