How can we know report run time while running a report ? or report start time and end time

You can get the start time by using the 'Time' control from the toolbox. But, I don't know how you could get the end time.

you can run in the background and view run history.

or you can wait for the report to finish running and note down the finish time. start time from Time control as mentioned by ToriBurns
