Calculation Wrong on the Summary in a Crosstabl

The Total Rate per MVMT is in correct in the summary on the attached Crash by county report.  The calculation is correct on the detail lines, but the summary is an average of the all the Total Rate per MVMT instead of the actual calculation, Total Crashes / Total VMT by County /1,000,000 (18,375/ (10,092,942,222/1,000,000) = 1.82 instead I am getting 1.45.

On the vmtrate, I show the calculation and how the aggregate function properties are set.  I have tried different combination of the aggregate function properties and none of them give me the right value.  I also have tried changing the solve order on the calculated values used in the cacluation and it doesn't make a difference.  I have also tried setting the Summary(Crash_county) aggregation method and solve order still incorrect results.
