Cognos Express 10.1 - Report Schedule Issue/File Share/File system root location

I have used Cognos 8.4 in the past but am new to Cognos Express 10.1. In the past the configuration of Cognos occurred in IBM Cognos Configuration and the administration level of Cognos connection>Administration. I have attempted to run a scheduled report and it just spools. Is there something I need to do in Cognos Express Manager and the Dispatchers and Services?
 
Also I am wanting to activate the ability for users to schedule reports to a root location. This was also done in Cognos Configuration in my previous life, any suggestions on where I need to activate this?

Hi,

Under the covers, Express has mostly the same technology as Cognos 10 BI. Although it's not in the start menu, you can browse to find cogconfigw.exe and fire up the same old Cognos Configuration you know and love.
