Report Grouping and Sectioning

Hi Gurus,

Need your help on how to make this report. I attached the picture below the reports requirements and the report output that I'm getting. I created a section for the departments and I'm expecting the (Number of <Account Status> for <Department> and
Number of Records for <Department>) per section but unfortunately the expected output doesn't come. TIA!
