Report Design

We use Cognos BI version 10.2.  I'm attempting to report several serial numbers across columns for one specific "Billet ID" similar to attached file "proposed".  However, when I report using a crosstab, all serial numbers (regardless of Billet ID) for the Work Order are displayed - not specific to the Billet ID.
Is there a way I can get to the "proposed" look?  Is this possible using something other than a crosstab?  List or  repeater table perhaps?

Any advice would be greatly appreciated!!
