Layers problem in map

Hallo everyone,

in my attachment, there is a map-report(the 3rd graphic) using the imported third-party-map in cognos.  As you can see, my region layer is the 2nd graphic. 

I would like to have the lines from the 1st layer to be seen, so that we can differentiate the "bundesland" in the report.  The "separation" lines from the 1st layer should just be a little bit thicker.

I tried to add the 1st layer as my display layer, but this is nonsense, since the display layer will be underneath the region layer, so that in this case, the display layer (1st layer) will be just fully covered from the region layer. 

Does anybody have a clue?
