modelling Custom map as display layer

Hallo everyone,

I have successfully created 2 .cmf-maps:
1. State.cmf
2. District.cmf

They are actually the same maps, with one difference:
1. State.cmf --> the map is partitioned base on state level
2. District.cmf --> the map is partitioned base on district level

I successfully put District.cmf as my region layer(so I can later on put different colours in each district).  I was trying to put State.cmf as my display layer(so that there are thicker separation lines between the states):
Region layer: State
Point layer: None
Display layer: District

It didnt work? 

Is it the right way to do this task?
