Parameterized URL,Running a live Report

When trying to run a live report using the parametrized URL cognos throws an error

ERROR: HTTP 403 Forbidden Error,Most likely cause:This Website requires you to Login.
I have used the below URL

http://projectnameqa2.companyname.net/c8directsso/cgi-bin/cognos.cgi?
b_action=xts.run&m=portal/launch.xts
&ui.tool=CognosViewer&ui.action=run
&ui.object=/content/folder[@name='Standard Reports']/report[@name='Active Cases']

But when i use
http://projectnameqa2.companyname.net/c8directsso/cgi-bin/cognos.cgi?

I was able to go into the Cognos portal without error. Any idea???

I am using SSO to login to the portal
