Portal Tab Viewer Not Displaying Properly in Cognos Connection

We have a dashboard created in report studio and have added it to a portal tab.  The display works fine for all but one of our users.  He clicks on the portal tab to open and then the viewer opens, the first message he gets is:

it then seems that all that is displayed is xml. 

The dashboard is very visual with up down arrows, spark lines.  None of these show, only the dreaded box with he red X through it.

We think it is some sort of IE setting but can't figure it out.  Anyone have any suggestions?  As mentioned this dashboard displays fine for everyone in my department.
