Getting error when trying to add Query subject in FM

Hello. Last week I was able to successfully create a Framework model and create two packages. I published both packages and created reports from those packages.

This week I am trying to create a new model but Framework Manager keeps giving me error when trying to connect to datasource or add a new query subject. Here is the error:

PRS-OBJ-0617 The object "/portal/new_connection.xts" could not be created because a required capability is missing

Any idea why it is giving an error? the previous package I created last week works fine and the reports using that package a source work fine.

It looks to me like the user you are authenticating as no longer has all the relevant capabilities or permissions to create new data source connections in your Cognos instance. To create a data source (in Cognos Connection) a user requires Administration and Data Source Connections capability and permissions on the Cognos namespace. They also require Write permissions on Public Folders to create the package.
