Enhancement to the D-list Import Functionality
# Three new fields have been added to the D-list import functionality, Format, Calc.Option and Priority. This enhancement allows you to import formats, different calculations options, and priorities from external data sources.

Installation Enhancements
# There is no migration required for the users, so after an upgrade, users can open existing models in the new client without having to install anything.
# When installing the new web client, users do not require administrative rights to do so.
# The new version of web client does not use Active X technology.

Enhancements for Users
# The new client automatically wraps text to accommodate long lines.
# In date formatted fields, users can use a calendar to select the date or they can manually enter the information.

Wheter you mean Analyst and Manager or the web client, they are the all still there.

- Planning Server for Windows 8.3 = Planning Server 8.4

- Planning Administration for windows 8.3 = Planning Administration 8.4
I suppose this is the Contributor Administration Console. It remains in 8.4 as well as everything else

This is also there. what's more, there was and still is a similar add-in for analyst

- CIS = VVM
as far as i know, you are able to use VVM with Planning 8.3

to your second question:
VVM (virtual view manager) is a new version of CIS (composite information server)

it's used as a data connection tool and it's not directly connected nor a part of cognos planning
