Curious Permissions Behavior

Howdy,

I'm curently trying to implement a security architecture into Connections.  I currently have a test folder set up in the public folders section of cognos, so Public Folder --> Test Folder.

Now I have three groups assigned to Test Folder:  Test1 has Read and Execute only,  Test2 has only the ability to assign permissions, Test3 has admin rights (all permissions).  None of these groups are explicitly denied permissions.

I moved a user to Test2.  When I did this, he couldnt write or access anything in the public folder or any folder subsets.  Now I only modified permissions within Test Folder and technically this shouldnt affect the public folder, or any other folders for that matter.

Any ideas as to why it is behaving this way? ???

what are the permissions of the public folder? These can be viewed by clicking the "set properties - public folder" icon in connection.

They havent changed from default.  All user groups and roles are able to access the public folder.

UPDATE:  I tried to experiment again and secure a folder further away from Public Folders, about three branches away from the root folder (Public Folder).  Tried it again with both explicit and implicit denials, and still the user is unable to access the Public Folder afterwords.  Open to any suggestions or thoughts.  Thanks.
