Send report only when data present

Is there a simple way to suppress the sending of a report when there is no data?

We have a few reports that should be sent when specific conditions occur in the system we are reporting from, so we have a report scheduled to run hourly that checks for this condition and emails. 99.9% of the time, the report will present with no data, but it still emails out...

Cognos 11.1

For example, report has the following fields:
Sku, description, location, transaction, timestamp

When a receipt is processed to a specific location and there is no inventory for that item elsewhere we need a to know about it.

I have tried to setup bursting for this, but that seems overly complicated for this simple process.

Our Cognos environment is provided by our supply chain vendor (and its cloud based), I don't know if we even have event studio...
