Event Studio appears to be unavailable

I have some users who want to use Event Studio.  Until now, all agents were created by administrators.

First, I found that my Analytics Users did not have permission to use Event Studio.  After verifying that is OK with the licensing scheme, I...
Opened Cognos Administration
For Event Studio, opened properties.
On the permissions tab, added my Analytics Users and granted them Execute and Traverse permission.

Now they can see Event Studio in New | Other...

If they open Event Studio that way, they can use the Open icon to open an existing Agent.

But in the Portal, they don't get the Edit option on the More menu.

How do I make the Edit option available for Event Studio Agents in the Portal?
