Percentages at subtotal level is adding up instead of calculating

My percentages keeps adding up instead of recalculating. I have tried removing the totals and using default summary instead. Also tried changing the summary and detail aggregation level for everything to calculated but still no luck. This normally works for me but not sure why, any one have any ideas?
