Blank page but Cognos icon showing on tab when trying to access Cognos

IBM has been no help on this so thought I'd try here. So I have done the full 11.0.4 configuration including all the URL Rewrite rules, but when I browse to http://my site/ibmcognos/ the page is blank. The Cognos icon shows in the browser tab however.

I have gone over the configuration multiple times and even had an IBM support tech look them over and everything is correct, but to no avail. Permissions wise everything should be good. The App pool and configured application use a domain account and that account has full permissions to the installation directory.

Any ideas?

I know it may sound like an obvious check, however, can you confirm your web browser.

Cognos 11.0.x is only supported in IE11 upwards.

I am using the latest of all supported browsers. Problem is the same across all.

We have the same issue but it's working in Chrome.  Have you found the solution?

1] Just for sh!ts and giggles try running IE11 in compatibility mode.

2] Check also that you have a slash

We found the issue...  We had a group policy that triggered our browsers to run in Enterprise Mode for a particular web address.  Cognos 11 was bound to that address and because it's not compatible with IE8(as set by the EM profile) the site wouldn't render.

I had tried all the suggestions previously but to no avail. I just ended up going to 11.0.6 and it works fine...well for the most part. Still battling other issues. Been frustrating.
