Prompts not appearing on Prompt page

Hello Team,
I have a Congos 10.2 report with a pretty standard looking prompt page containing a couple of date and lookup prompts that feed into a standard list report.  When I run the report the prompt page appears but a few of the search/lookup and both the date prompts do not appear.  However, if I save the report as an active report then run it, all of the promtps on the prompt page appear but the report format is mht.
Not sure what I have done wrong.

It's very difficult to say without you telling us more about the prompts and parameters and how they are used in your report.

Hello.
Sorry it took a while to get back to this.  i thought I had resolved it by changing how the value prompts were being populated.  Unfortunately this is not the case.
So I had 7 value prompts created, they are populated via separate queries eg a query for Customer or Status etc.  A couple value promtps populated by native SQL queries against a sql server table.  I made the value prompts all Multi Select with the filters in the Master query using the in statement eg [Customer Name] in ?Cust? OR 'All' = ?Cust?. I have set them as required in both the value and filter properties.
If I only set up 3 of the prompts then the prompt page appears correctly, filters correctly and the report returns the correctly filtered data. As soon as I add an additional prompt the prompts lose their "required" asterix etc, the date prompts disappear and the report does not produce the correct data.
I validate the report and filter definitions every time I create a new prompt and get no errors, I also clean out the parameters in the "File" drop down list.
If I change the report to an Active report however, the prompt page appears correctly but the report is generated as an Mht file which will not suit the users.
I deleted all the filters, parameters and prompts along with the prompt page and took a copy of the report to the clipboard, then created a new report and opened from the clipboard hoping this would act like a new report and recreated the prompts, prompt page and filters from new.
The main query that has the current filters is a join of two other queries so I thought there may be an issue applying filters in main query because of the joined queries so I applied the filters to the appropriate queries before they join, unfortunately this produced data issues and still could only get a few of the prompts created before they did not work.
I am wondering if there is some limitation on the number of value prompts you can use in 10.2.
The number of items in each of the value prompts are small in number eg 6 or 7 except for Customer which is about 1300 distinct values.
Quite vexed at this point in time as I can't really see any issues.
