Force active language on all users for a package

Hi,

I have a Framework Model set up following best practices, with a design language (English (Zimbabwe)) and an Active Language (English).

I have users who have changed their Cognos content language from the default to their own language. When they open my package, they see all items in the design language (technical names).

Is there a way to force the active language to be displayed at all times (without creating translations for every language available within Cognos)?
