Crosst tab to show all values in rows even when it is not part of prompt filter

Hi all

I have a crosstab report in which on list i am showing 'market sector' and on columns i am showing service_type ,the intersection number is count of that service against each country.Refer to screenshot attached. This data is for one period. The source for all data is history table which captures all period data.

Now i am badly stuck in two issues.

1) I have a prompt on another column call country. Now report by default show data for all countries,hence all market sector(shown in rows like AP,GCG ) is shown in crosstab.

Now in some countries some of the market sector are not available but still my report requirement is i have to show all market sector including those which are not part of one country,values for that market sector will be shown as 0 .

Currently when i am selecting any individual country it is showing data for related market sector only.Even though i have set crosstab property as 'no suppressions'

Please suggest me a way show that i can show all market sector in crosstab even when that country does not have data for that sector.
