active content manager not found with Cognos Planning 10.1.1 FP3

I have read all post regarding Cognos Planning 10.1.1 FP3 configuration issues with Cognos BI 10.2.1 FP3 and still having an issue with active content manager not found.

The checklist I have done is below:
I also have installed both BI and EP in separate directories. BI works fine.
I have different port numbers for both dispatcher and java shutdown port and still getting the issue.

I can manually start first the cognos ep dispatcher service then planning server and CAC will start up but Analyst does not open.

Any assistance is much appreciated.

Hi there,
I am facing the same problem like you,  CAM-CRP-1278 active content manager not found on the Planning Server as I have installed BI and Planning on separate server, I have read almost everything related to this on the internet and now really frustrated, we have got a very tight deadline and really want this to be resolved.
I noticed that you raised this issue last year and there are no replies, just wondering did you get around this problem, if yes your help will be really appreciated.

Hello Kanishka,
Where is the "Content Manager URI" in your Planning cognos configuration pointing to? It should be the Content Manager URI for the cognos BI install.
If that part is ok, make sure the port 9300(default value, please change if you have this port number changed) is reachable from the Planning server. Best way is to try to telnet. Eg:
From your planning server, open command prompt and try the below command...
telnet <bi content manager server name or IP address> 9300. You should see a blank command prompt screen. If you see "Could not connect to the host on port 9300...", then that is your issue.

We get that on our environment - we just manually start services through Administration Tools (or by reboot) and ignore the error.

IBM doesn't test their code so we just figured it's a bug in Cognos Configuration that didn't get fixed.  We didn't bother trying to figure out the cause though our guess is that we have planning 10.1.1 but BI 10.2.1 and the test inside Cognos configuration is the wrong version (10.1.1 cannot find the 10.2.1 CM).

Many thanks all of you for your replies, I am going try few things today also the one you suggested and let you know how it goes. It is definitely the problem related to content manager on Planning server.

For a typical three-server set up of Planning and Business Intelligence, where Server 1 is the Gateway, Server 2 is the BI machine, and Server 3 is the Planning machine, you might install both the 32-bit BI and EP Gateway components to \\Server1\Program Files (x86)\ibm\cognos\c10; the 64-bit BI Content Manager and Application tier components to \\Server2\Program Files\ibm\cognos\c10; and the EP Content Manager and Application tier components to \\Server3\Program Files (x86)\ibm\cognos\c10.

What do they mean by EP content manager, do we need to install both BI Content manager 10.2.1 32-bit and planning 10.1.1 32-bit server components at the same location?
I am pointing the content manager URI to the BI content manager which is on separate server but it still doesn't work!

That's 3 yrs old and for 10.1 planning, not 10.1.1.   You don't want to use that one for your install.  I think there is a developerworks document that walks through the 10.2.1/10.1.1 integration (which only got fixed on 10.1.1 FP2)  For planning gateway, it's a manual copy of components, not an install, if I remember correctly.

I have read this link already. Is there any other detail document you are aware of.
I am finally starting planning services by right clicking it but still not there, having problem with Planning contributor Administration it hangs when I create new application on step where it ask to select an e.list

No, that's it.

Your issue doesn't sound like a services issue.  Can you open that application in Analyst from the server using the service account?  You should try that before creating an app.

All the applications open properly in Analyst. I am not sure if Cognos BI 10.2.1 FP6 is really compatible with Planning 10.1.1 FP4 (this is what I have installed), All the planning service starts by right clicking them, it doesn't start otherwise, it still gives an error of "CAM-CRP-1278 active content manager not found". I have tried all the combination, by right clicking the service starts and everything works fine except Contributor Administration Application bit, I am unable to create new application or even import application, the import fails saying that the application is corrupted. I seriously doubt if anyone has got this working properly. Any help will be greatly appreciated.

The other one that can cause the corruption error is clientsettings.  Browse into the deployment and delete the clientsettings.xml and the clientsettings folder (most of our errors on migration/deployment come from these)
