Maps not loading in Report Studio

Any idea why maps are not loading in Report Studio. It goes up to Loading..but doesn't actually load any maps. Maps folder is under the installation directory and correctly configured in Cognos Configuration. Never used maps before and haven't got any clue what the problem is. Am I missing anything obvious like a setting etc to enable maps feature?

Further information:

On inspecting with Fiddler I can see a "500 Internal Server Error" on the response header. Does this has something to do with access to the maps directory. I have checked that and access looks ok.
