Freeze PAge Header

Hi, I have a page header which is an image. How do I freeze the page header so when I scroll down on my HTML report the page header will not move or scroll. I know it can be done via HTML script but I dont exactly know how.

below header insert block - use scrollbar when needed, and insert the rest of report into this block.
