DPR-ERR-2008 The dispatcher is unable to process the request ERROR!

I installed Cognos BI 10.2 on an xp machine. All is good except that when i created a connection on Administration pane using SQL Server OLEDB, this error occurs. Im a newbie on cognos and would greatly appreciate some help.

The error is    
DPR-ERR-2008 The dispatcher is unable to process the request. The request is directed to an unknown service name: http://www.ibm.com/xmlns/prod/cognos/metadataService/201109/.
Handler trace back:
[the_dispatcher] com.cognos.pogo.handlers.performance.PerformanceIndicationHandler
[the_dispatcher] com.cognos.pogo.handlers.logic.ChainHandler

There can be multiple causes for this error. Refer the below link.

Most of the time its becuase presentation service is disabled. But there can be other reason also.
