problems with "add user's personal folders"

Basic Cognos 10.2 installation.
In admin, there are two directories: Cognos and WindowsDomain
Users that I added in the past into a Cognos group always showed up in WindowsDomain with a highlighted user id and the properties showed a portal tab of
"[image] User's personal folders"
When i add a new user to a cognos group now, they show up in WindowsDomain as being modified and having a profile, but...
1. the name is not a hyperlink
2. under properties -> portal tabs, it shows
"[image of yellow folder] ...> My Folders"
If I click on the link below for "Add the user's personal folders" and then click OK, I get an error message. (Pasted at bottom of this message)

Any idea what might have changed that would cause the system to not make personal folders for new profiles?

Check the object to ensure that the target destination location does not contain special characters.CM-REQ-4078 The function "storeID" has an invalid argument.

More testing.
If I add a user as a Cognos: System Administrator, then the folders work normally.
Put a different user in Cognos: Readers. No luck.
Cognos: Consumers. No.
Cognos: Report Admin. no.
Cognos: System admin. No.
WTH?
Removed user from all Cognos groups and roles.
deleted profiles (WindowsDomain: CognosTest2 -> More -> Delete profile).
Add user to System Admin.
Folders behave badly.

Added a user that has never done anything in cognos to system admin. No luck.
Grr...

So now I really have no idea what's going on.

I logged in as the user that didn't have the right personal folder behaviour.
Clicked on the my folders tab.
Then went and checked the user in admin. Now the ID looks the way it normally does.
I guess 10.2 isn't creating the personal folders until the user logs in?

It's the same in 10.1 as well.
AFAIK, AD users do not have Cognos profiles until they login in a new installation.
