A measure is basically - mostly - a numeric value that can be used in aggregations and calculations.
The number of cars sold would be an example. Truly this is really the basics of the basics.  Would some training not be in order?  Perhaps just reading the FM documentation would answer most of these basic question directly  ;)

Using measures in fact table in creating Star schema.  Its correct

We can using ID or foreign key as measures.
