Limiting rown per page if we have multiple lists

Hi Friends,
I have a requirement like this.
We have a multiple list containers in the reprt page.We don'd know exactly how data flows in each report i.e List 1 may contain 10 rows , list 2 may contain 8 rows and list 3 may contain 12 rows.
If I restrict the rows 20 per page in pdf  format , first page contain list 1 and list 2 data.( Here List 1 + List 2  rows =18 rows ).Generally List 3 start  after List 2 .i.e  In the first page List 3 rows will start.But here user does not like to see half in the first page and half in thesecond page.
List 3 should move to 2nd dynamically in the above scenario.They are not interested in page breaks.
Any solution.
It would be helpful.
