Prompt Value in Report Issue

Greetings. I have a Prompt Value drop down that will not pass on the parameter it seems. I can filter the data in the query by tabular data but if I run the report and use the Value prompt in the report to update the data it will not appear.

When the report loads I get the Total count of 1000 for example when I filter in tabular data I get 243. When I apply the Filter via the Value Prompt in the report I get "No Data Available" 

Any Ideas on why this happens? Im using Dimensional Data and other similar filters work its just this one case that is giving me headaches.

How are you calling your prompts from a reuseable component or ?prompt?
