Maximum personal data row count settings

When I bring in external data to the package (say "Package-1"), it is creating a new package on the server (Say "Package-2"). My existing package ("Package-1") settings has a "Maximum personal data row count: " set to 1000 records. I'm trying to build report using the csv file with 9999 records,So it's throwing an error. How do I change the limit settings, on "package-2" as I do not have files for orginal package "Package-1" (Person is on long vacation).

I think you can override this property at report level.
