Filtering Graph by Org Level

I have a bar graph,
X-axis: Metric measure
Y-axis: Organization level (There are 5 data items that can be here, depending on Org 1, 2,...5)
Series: Month Data item

Right now, I have 5 data drop-downs, one for each org level. I also have a slider for the month data item.

I want the graph to change depending on the Org level and month.

The way I set it up is to have a deck with 5 cards, one for each org level. The deck changes cards depending on which drop down you pick.
Then, in each card, there is a data deck with the month as the data item.

This is making my report too large to function. I can't even make it to Org 2. (There is only 1 entry in Org 1, and 9 entries in Org 2).

Is there any alternatives?
Some thoughts...
1. Have just one data deck with values: month, org 1, 2, 3, 4, 5. Then, making a parameter on the master detail relationship to only filter by the selected Org?
2. Make a data entry somehow that will alternate between the 5 different Org levels, and place that data entry in the Y-Axis of the graph.
3. Create a container select property that will only filter by the selected Org?

My major problem is that I can't seem to make my graph really change without having 2 seperate decks. However, I feel that the 2 decks is making more permutations than necessary, and thus making my file too large.

I have about 30 of these graphs.

Any help is appreciated!
