How to setup alert message popup for users while trying to run packages reports in Cognos connection when ETL load is scheduled.

Database locking is happing in individual data marts while ETL scheduled at day time in different time of intervals.

Cognos 8 Business Intelligence V8.2

OS: Windows

Is there any possibility we can do with Cognos SDK?

Is there any future available in Cognos 10?

There are products available for this from BSP (IVC).
You could try using Event Studio to send an email but it will require work to bring this to fruition

Cognos 10 provides something for schedules where you can set a time between x and y and there is now a function to suspend all schedules

There are ways and means but it depends on time and budget

Any C8 based solution to this is pretty messy.  Ideally you should be trying to solve the problem of ETL being scheduled when there are users on the system.  However, ....

Try disabling the offending package prior to running the ETL and re-enable after ETL is complete.  You can do this manually, via sdk or via third pary product.

This will stop users being able to run reports or access packages but the message isn't very friendly.  To address this you could publish a schedule of ETL loads and customise the error page to inform users that the package may be temporarily unavailable and to check the schedule and try again later.

You could also disable the signon via SDK

Just a thought.  It basically shows as a signon error
