Metrics Manager Initialize Package Failing.

I am using Oracle\product\11.1\ lib32 with Cognos 8.4.1
I'm trying to create the first MM package from an existing datasources. 

I've verified my UserID has the Cognos specified permissions. 

The Initailization step of creating the package fails.  The MM log shows the following message:

Checking for presence of bulk loader tool...FAILED

I think the bulk loader (sqlldr) is a 64bit utility. 

Has anyone dealt with this issue?

As far as I am aware, sqlldr is not specifically 64-bit but is also present in 32-bit. The error suggests that it cannot find it and is required for initialising metric packages. This may be because you have not installed the complete Oracle client software
