1) Is it possible to hide 'Create a report view icon in cognos connection?
2) or How to let users to create a report a report view in 'My folders' but not in Public folders'?

im not sure about hiding the 'create report view option' however you can choose where you want users being able to save the views.
For every folder in the public view be sure to only assign the rights read, execute and traverse. If you do want them being able to save views in the public area create subfolder(s) with write access.
Unless the subfolder write access is granted a users only choice will be to save it to their My Folders area.
