If you type 'temp' in Run  , it will open temp folder,  there you can find 'PlanningErrorLog file.

Three places (depending on the machine and security context):

C:\Windows\Temp
When planning does not have an id to associate the error - e.g. service is running as Local System

C:\Documents and Settings\<service acct>\Local Settings\Temp
For errors thrown by the Cognos 8 Planning Service

C:\Documents and Settings\<user acct>\Local Settings\Temp
For errors associated to a user running the web client or the CAC

When investigating errors, you really need to check all three locations on the server (client machines obviously can skip the service account location)

Wrong path.

You need to change Windows Explorer to show hidden files and folders (Tools, Folder Options).  Then you should see Local Settings folder and subfolders.
