The parameter value is usually the selected item in a prompt. When you have a drillthrough you would not be able to pass that value as it is not part of the object. A prompted filter of order method Fax for example.
The data item value is usually an attribute of the item you started drilling from. When you click on a bar in a graph you'd want to pass that data item value to the target report.
