Hi Gurus
Any one suggest me is there any way to create report without having framework manager tool in a fresh environment.

It is not possible to develop & publish new packages of Metadata without Framework Manager.

But... you can import Metadata-Packages and Data Sources via the Content/Deployment-Process in the Administration Area in Cognos Connection. There are shipped Cognos-Samples somewhere around in a samples-Folder in your Cognos-Installation-Folder. OR you are running an other instance of Cognos 8 BI in your Company. There you can make an export of Packages (and Report Specifications... or the whole Content Store with ALL things in it) and import the stuff in your new Cognos Installation.

Yes you can bypass the FM, see the datasource properties in RS, it will be like writing SQL.

Why even consider bypassing the framework?????

Its sole purpose is to ensure accurate and stable reporting, bypassing it will surely on lead to confusion in the future.

If you are intent on following this path, you'll need a published package before you can get a studio open anyway.
