This would be a strong Cognos Developer with very strong "hands on" experience with Data Manager. Or this may be an ETL Developer with strong Data Manager experience that has strong Cognos Experience.

Strong "Hands On" Data Manager experience (Including Extractions, Data Loads, Transformations)
Report Suite and Framework Manager
Experience working with HR and Finance Business Groups.
