A list report that is broken out in sections by project type (Product or Service) does not keep it's columns aligned. Is there a way to ensure that each column in each section lines up with each other?
Yes there is ... You have to define the width for each individual column ...
This might become an issue when the length of the data is highly variable, and you want to export the report to for instance PDF.
But from a technical point of view, yes you can do so.

...this is not the best approach for that type of report though.
...use "Grouping" instead (with appropiate headers/footers). It will perform better (as it doesn't create a master > detail relationship), and you won't run into the formatting problem you are running into.
(if you want to make it "look" like a section, you can apply the section 'class' to your group header)
