Check the "user defined SQL" capability in Cognos Administration:
Click on the Security tab
Click on Capability in the left nav
Click on Report Studio
Click on the blue down arrow to select available actions & choose Set Properties
The Set Properties looks the same as setting permissions everywhere else in Cognos 8 - grant execute & traverse permissions.
Now, all that being said, I ran into this problem & did all that & some people still get that error message. I did some research & found a post somewhere that when Cognos throws up that error message, that's not really the problem. I'm still working on figuring that one out.
You can also set a report to run with the owner's permissions, which might be a quick & dirty work around, but that introduces security risks.
For the report studio writers, they need User Defined SQL and Specification Execution capabilities, with execute/traverse permissions. The report consumer needs User Defined SQL execute/traverse.
