can be more specific what you are trying to accomplish?
From a configuration standpoint, yes you are correct that SAPGUI software needs to be installed on all cognos app servers, as well as the pc or server where you will be running Framework Manager.
You may also consider configuring single signon SAPSSO (there is a proven practice doc on this.)
I can't tell from your description what you are trying to do with Powerplay, so I can't answer your questions, but I don't believe there were major changes.
The other thing you need to remember to do is enable your BEx queries to be visible via ODBO (this is a check box in the configuration settings).
