Title: Maximum RAM for Cognos 8 Installation

Is there a maximum amount of RAM that a Cognos 8 installation will recognize or is it just bound by the OS maximum?  We are planning to install on a Windows 2003.

Bound to OS.
The amount you need, depends on how many concurrent reports you expect the box to handle.
The java stack goes up to 1536 max (plus then some for the jni part)
The bibusses can consume all you can throw at it. (of course the memory has to be in line with the number of processors available)

Best bang for bucks at the moment is to take 2 quadcores and use an x64 edition of 2k3, so you can allocate up to 16 gig memory with the standard edition. That's a healthy mix. (unless you have some very specific reporting requirements)
