As per my Opinion the best way to Create reports In C8 from Crystal is to create them from scratch. Dont go for any third party tools to convert (I wonder if there are any).

Forget it. There are supposed to be metadata bridges between Cognos and other tools, but that is only aimed at the modelling perspective. Automatically converting reports between vendors is just not there. If you think about it, would there be a market for such a tool? You guessed it, no!

Cognos pretends to be able to import a BO universe through a metadata-bridge. However you need to have BO designer installed as well. But then we are talking fundamentally different technologies and different solutions to certain modelling issues. Cognos will not be able to grasp the contexts of a universe and the single-layer approach of a universe is not enough to rebuild a Cognos model. Aggregate settings are solved totally differently. Possible aggregate awareness from a universe has not yet been implemented by Cognos.
I can write a small book on the subject, but the final conclusion would be that it is better to rebuild from the general concept.
