Hello Everyone,
We have been receiving this error very frequently.
Once this error occurs to any user while executing the reports, then no one including administrator can run any reports. But, other users can login to the portal and traverse. No body can run the reports. Get the above error.
Restarting Cognos services will resolve this issue,
But, this resolution is not acceptable in Production environments.
If any one has any information on this issue please respond.
No information is available on Cognos KB or Other sites.

hi,
is this CAF (cognos application firewall) related? ie. when the CAF is disabled everything works fine? (after restart)
if so enable the CAF again in conguration manager and add your domain name there as well. save start again.
Post the entire error message as well as sections of the cogserver.log file around the timeframe when the error happens.
