I have virtually the same hardware config as you. Unforatunately, a hundred and one things can generate that specific error message - like many of the other Cognos errors.
Can you post any more of the info in the logs. And details of whether it is a distributed or single install.
It can not connect to the content store. Basically connection failed. Thanks.
