This is a request to install the ActiveX components used by Contributor web clients (the grid and some other pieces) onto the desktop of the web endusers.
You'll get this message on first installation and whenever the webserver has been updated with a maintenance release or version. Unless there are other issues (rights, corrupted installs, etc), you would not need to uninstall the old version of ActiveX controls.
You typically don't see it on Contributor Admin Console machines as the planadmin install also loads a version of the controls.

No, your screen is from 7.3/8.3.
As from 8.4 the client has switched to java and the install looks different. (also no longer requires local admin to install, as it is pushed to the user profile)
