Print Page - blank space

I have 2 list sebreports in a report arranged vertically, as such

List Report 1 Header
Data

List Report 2 Header
Data

List Report 1 has an unknwon number of rows (i.e. could be 1, could be1000)- How do I make list report 2 follow directly underneath it withoutany blank space?
