I have a crosstab report that looks like this (headers are adjacent to measure names):

I need it to look like this (with headers above measure names). I do not want to use a section for this.

Click the header items and then use the Group button, it's in your menubar at the top of the screen.

Take the crosstab space and insert below the header and drop the item in that .
