We have a new cognos instance of 11.2.4 version set up and running. I just found that I can only run the existing reports but cannot create new reports. When I try to create a new report by using the New -> Create -> report option and try out a simple list report with a few query items, it keeps on running but does not throw output. Also found that I cannot run tabular data (the same thing happens) of any of the existing report queries.
Please suggest how I can get this resolved.

It sounds like your security or access has changed. It seems like you have the consumer role and not the report writer role. I would get with your boss and ask about your securities.
