We have a job that's been in Waiting status for two months now. Canceling the job in the admin panel doesn't do anything, nor does it throw an error.
I deleted the job and now the name in the current activity queue has changed to "Unknown" but it still can't be cancelled.
Has anyone seen this before? Is there something that can be done at the table level to fix this?

It sounds like some of the data in your nc tables might be corrupt. It's worth considering dropping the nc tables and allowing Cognos to re-create them. Details are in the support document below:

Just make sure you have a working backup of the content store (or notification database if you host it separately) before you drop anything.
