Does anyone here have experience with users who are legally or totally blind using Cognos?  ...using reports or dashboards?  ...developing reports or dashboards?  Having no experience with it myself, I'm wondering if it's reasonable that someone who is partially or completely vision impaired could perform any or all of these tasks.

I don't have any direct experience here (other than accidentally turning on the accessibility features once by mistake) but I'm assuming you've seen/read the Accessibility Guide?

If not, it's a good resource to study, and it definitely mentions authoring, although it's more about what an author can do to add accessibility features to a report rather than the authoring experience accessibility.
